As much as I'd love to laugh and point and snigger, that simply is not right. One of the chaps at the Car magazine forum towed a boat packed to the gunwales with holiday stuff down to the Cape, with his Disco3 V8, averaging good speeds, with the fuel "economy" you refer to. Also, my boss used to have one (Disco2 V8), towing the Jurgens Xscape (heavy) without any problems, other than the second mortgage needed to refuel. So to max out at 90 is a huge problem. As is screaming a V8 at high rpm up hills. Big V8s should be lazy torque-laden thumpers. Any chance the problem lies with the caravan, e.g. binding brakes? What is the vehicle like in solo mode? Either way, have this checked out.
