There is no mitigation: the neighbor is unhappy because he doesn't have a generator of his own.
I have a generator which I used in the past before I changed over to a battery and inverter. It is much cheaper to run, easier to change over and quiet. My neighbour has a generator which I hear during load shedding. This does not irritate me as I appreciate that they need to have light in their house. I do however pity him for unnecessary having to spend about R70 during a two hour period at night and I cannot understand why he went this way. You can plan food preparation around the power off periods and your refrigerator can go without power for two hours without adverse effects.
To reduce the noise I have drilled a hole through the garage wall for the exhaust and sealed the pipe so no exhaust gasses get into the garage which does reduce the noise .
Although a battery , inverter system is the way to go it is very expensive . What I have learnt so far is as a bear minimum system you need for a TV,DSTV decoder and router and 1 light only is 2 x 110 Ah batteries and 800w pure sinewave inverter and would only run it for 3 hours max without damaging the batteries. I know 4 friends who tell me they have 1 battery and it runs for 4 hours no issues and all of them have had to replace their batteries within 6 months.

There are soundproofing boxes available for generators. These boxes also have built-in fans to keep the generators cool. Up here in Johannesburg there are companies building it specifically to your gennie spec's.
A battery and inverter is in fact no more expensive than a generator and runs way more economically that a generator. My 2.5KW genny runs at about a liter per hour, meaning R50 over two hours against a battery and inverter's maybe R2 to R5 which you would have used anyway. The initial cost for a 2.5KW generator is about the same or probably more than a single 105AH battery, 800W inverter and charger. You also do not really need a pure sinewave inverter but it is preferrable, as most electric equipment runs quite happily on a modified inverter which is less expensive. I have read up on this and also experimented. My TV has a very low buzz and some room fans a more audible one but that is all. Even most computer UPS's are also in fact modified sinewave producers. I run what you mention above from a single 105AH lead acid battery and use about 100W. That is about 8 amps meaning at 50% drainage I have about six hours of backup. Two 110AH batteries would therefore be an unnessary pricy overkill. When my lead acid battery eventually packs up, I will get a lithium unit, possibly a second life unit. They are more expensive that a lead acid battery but with a much longer life expectancy and a deeper safe drainage capacity, it makes financial and practical sense.
And for the ease of use and the lack of noise I would have been willing to pay a premium.
Mawonga, my advice therefore is don't buy a generator, a battery/inverter system is more practical. For your friend's problem I cannot suggest a solution.

Ek dink nie praat met die buurman sal help nie. Hy het die krag nodig en bure se ongerief kom sleg tweede. Hy gaan nie 'n klomp onkostes aangaan om hulle tevrede te stel nie. Dis maar een van die baie ongeriefies waarmee 'n mens jou moet versoen. Duurder kragopwekkers is dalk stiller, maar mense koop maar ekonomies as hulle nie onbeperkte fondse het nie.
